FDC Nakawa Election Petition No. 3

In Re: The Election for Forum for Democratic Change (FDC) Polling Area Branch (PAB) and Parish structures in Nakawa Division
Petition for Rerun and removal of Mr. Michael Kabaziguruka from the electoral process in Nakawa

Petitioner Anne Mugisha Bwomezi alleges and shows to the Chairman for Kampala District, Forum for Democratic Change:

1. That Petitioner was a candidate for the office of Chairperson, Women’s League, for LC I Office B, in Bugolobi Parish, Nakawa Constituency, Kampala District in an election held on September 11th 2011. The Petitioner is also an aspiring candidate in election primaries for FDC flag-bearer for Member of Parliament in the same constituency. The Electoral College for primaries includes PAB chairpersons and Parish executives.

2. That Petitioner is informed and believes that an election fraud has been committed in Banda, Bugolobi, Bukoto I, Butabika, Luzira, Mbuya I, Naguru I, Naguru II, and other parishes of Nakawa Constituencies, in the return of votes cast for the PAB Committee and Parish Executive members. On the basis of the following complaints your Petitioner collected statements from different parishes to support these claims.

3. That Petitioner knows in her own knowledge that:

• Mr. Michael Kabaziguruka is a candidate in the upcoming primaries for Member of Parliament which election will be decided by PAB Chairpersons and Parish executives. He is the current FDC Chairperson of Nakawa Division a post he held concurrently with that of Electoral Commissioner on the FDC Electoral Commission; even months after he declared and publicized his interest in running for the MP seat in Nakawa.

• On August 24th 2010, the Petitioner complained in a written petition to the Chief Electoral Commissioner that Mr. Michael Kabaziguruka was an aspiring candidate in an upcoming election but still retained a privileged position as an Electoral Commissioner thereby accessing privileged information that no other aspiring candidate could access. That complaint was restated by your Petitioner at a meeting of the National Executive Committee of the Forum for Democratic Change (FDC) in Najjanankumbi, on August 25th 2010, thereby bringing these concerns to the top leadership of the party.

• On August 26th 2010, the Petitioner wrote a second petition in this regard and both petitions asserted the existence of an incurable conflict of interest that could only be resolved if Mr. Kabaziguruka were disqualified from participating in any election in Nakawa. The petitions and email communications that ensued are attached for ease of reference.

• On the date of the disputed elections, at Naguru Community Center, electoral materials, specifically blank return forms; exceeding the number of polling stations were collected and distributed at various polling stations by intending candidates.

• At Naguru Community Center one FDC Electoral Commissioner Richard Kudeeba acknowledged the incompetence of the FDC Electoral Commission and stated that the election would continue in spite of that incompetence.

• At Kayembe polling station in Bugolobi, voters were in possession of copies of return form which is the property of FDC Electoral Commission; which they came to obtain prior to the arrival of the presiding officer of the delivery of official election materials. The voting exercise was abandoned after voters rejected the transferring of pre-selected names to the valid return sheets.

• As a result no election took place in Bugolobi Parish to elect PAB and Parish committees and the majority of voters who turned up for the election at Kayembe in Bugolobi signed a statement explaining the reason for abandoning the voting exercise. A copy of the statement is attached for ease of reference.

• Blank return forms are still in the possession of intending candidates including your petitioner. A copy of the blank form is attached for ease of reference.

• During the evening of September 11, 2010, the Petitioner received reports of widespread fraud perpetrated by Mr. Michael Kabaziguruka who was a candidate as well as other and irregularities that caused confusion in at least ten parishes and cancellation or postponement of elections in at least four Parishes.

• Upon receipt of the aforementioned reports, the Petitioner wrote to the Electoral Commission on September 11th 2010, requesting a postponement of the next level (Division) elections until all PAB and Parish elections were conducted.

• On September 12, 2010 at about 10:00 am, the Petitioner received a phone call from one Richard Kudeeba, an Electoral Commissioner who stated that all elections which had been cancelled or postponed the previous day were due to be held the same day at 2:00pm. The Petitioner requested to receive the Electoral Commissioner’s decision to hold elections the same day they are announced in writing and objected to the holding of elections without addressing anomalies that caused cancellation or mobilizing voters to turn up for the new election.

• Upon receiving no written confirmation from Mr. Kudeeba the Petitioner, on September 12, 2010, informed her agents that there could be no Division elections until all Parishes were fairly represented. Your Petitioner also wrote to the Chief Electoral Commissioner and the leadership of the Party via email at 11:37am, the same day, updating them about the phone call from Mr. Kudeeba. The exchanges via email in relation to this subject are attached for ease of reference.

• Upon receiving your Petitioner’s email the Chief Electoral Commissioner responded on September 12th 2010, at 12:01pm stating that ‘I have failed to send an earlier email to you.’ This was promptly followed by another email at 12:07am in which the Chief Electoral Commissioner gave his reason for continuing with the election process stating “I request you to appreciate the fact that NRM has been in power for 25 years! and FDC members also live in the same country and under the same environment with NRM members. some of the bad NRM habits have spilled over to our members so we need concerted effort to clean our back-yard! Looking at the little time left to start nominations and party primary elections, The party electoral commission has decided that the parishes which did not complete the elections must hold the exercise on 12th Sept 2010 so that Division elections are held on 13th Sept 2010.”

• The Petitioner responded restating her objections to an immediate rerun in PABS and Parishes. The Petitioner’s pleas were dismissed contemptuously by the Chief Electoral Commissioner. The exchanges are attached for ease of reference.

• Upon being rebuked and dismissed by the Chief Electoral Commissioner, the Petitioner led a delegation of Presiding Officers and Nakawa party leaders that had participated and witnessed fraud and irregularities in the parishes of Banda, Bugolobi, Butabika, Luzira, Mbuya I, Mutungo Naguru I and Naguru II as well as concerned party leaders from the parishes of Nakawa and Kiwatule to make submissions of their experiences to the Party Chairman and Party President and receive their advice on the current impasse in Nakawa Division.

4. That Petitioner is informed and believes that:

• At Naguru Community Center, Ms. Harriet Nakweda who was handing out electoral materials and acting on the instructions of the Chief Electoral Commissioner left the vehicle of the Chairman, Kampala District on the insistence of Mr. Michael Kabaziguruka, her former boss, and joined Mr. Kabaziguruka in his vehicle with electoral materials and voters cards. The two proceeded to deliver the materials together and to collect returns from several polling stations at the end of the voting exercise.

• In Banda Parish there was conflicting information about the venue for the exercise causing confusion. The venue communicated by the Chief Electoral Commissioner was Kyambogo P.S. Playground. The venue communicated to voters in Banda on polling day by Mr. Michael Kabaziguruka was Kyambogo College. Later the presiding officer cancelled the elections at Kyambogo P.S. Playground due to violence and one Bernard, an agent of your Petitioner; was assaulted during that incident.

• In Bugolobi Parish, at Kayembe polling station, voters claimed that Mr. Michael Kabaziguruka a candidate in the upcoming primaries for MP; availed them with copies of electoral materials (return forms)with instructions to pre-select names of candidates and demand that the presiding officer copy those lists on to the true original return forms.

• In Bukoto I Parish the elections were postponed to the following day for unknown reasons.

• In Butabika Parish, the returning officer signed blank return forms and left them with the newly elected chairman one Mr. Rukundo to complete the blank forms.

• In Kyanjja Parish election materials were late and there was no election.

• In Luzira Parish the presiding officer was replaced with an Electoral Officer one Harriet Nakweda without following electoral guidelines and the agreed procedure for electing presiding officers. One Edith Nayera who was the elected presiding officer before Ms. Harriet Nakweda arrived; was not allowed to keep a copy of the results as required by the Electoral Commission. At the close of elections, Ms. Nakweda and Mr. Kabaziguruka drove off with the return forms. When Ms. Nayera the original presiding officer tried to hold onto some election results she was physically manhandled, and pulled to her feet from a sitting position by an angry Mr. Michael Kabaziguruka, a candidate in the upcoming primaries for MP; which election will be decided by PAB Chairpersons and Parish executives.

• In Mbuya Parish the venue for elections was changed from Life in Jesus Christ Church to Okuvu without prior notice leading to voters missing the election. The presiding officer was not properly elected since most voters were not aware of the changed venue of the election. The returns from the election were removed from the polling area to an unknown destination by one Omongole.

• In Mutungo Parish where only 9 out of 41 polling stations were represented at elections, the presiding officer reports that unknown agents with pre-filled FDC electoral commission return forms requested him to adopt the lists as official results but he declined. Moreover, after the elections the presiding officer was forced to surrender returns to Ms. Harriet Nakweda and Mr. Michael Kabaziguruka a candidate in the upcoming primaries for MP; which election will be decided by PAB Chairpersons and Parish executives.

• In Naguru I Parish, the return forms were completed by the newly elected chairperson and members of the new leadership by filling them with names of unknown voters picked randomly from the voters register.

• In Naguru II Parish the same individuals filled multiple positions on the PAB and Parish Committees and at one polling station at Kiboko’s Place, two return forms were signed by the presiding officer each with a different set of individuals for the same positions.
• In Luzira, Mutungo and Butabika Parishes Mr. Michael Kabaziguruka after participating in elections as a candidate, travelled around polling stations in the same vehicle with a party official, one Harriet Nakwede, and actively participated in receiving results of elections in which he had a vested interest, moreover, he had easy access to additional blank return forms.

• The Petitioner is aware that there is a pending petition that was filed against Mr. Michael Kabaziguruka alleging electoral fraud in his election as Chairperson of Nakawa Division in 2008.

• The Petitioner is informed that there is a motion of ‘no-confidence’ that was submitted to Party by leaders and members of FDC in Nakawa Division and that this is still pending.

• The Petitioner avers that the conduct of the elections in Nakawa was, and is contrary to Section 71 (c) of the Constitution of the Republic of Uganda which states that: ‘A political party in the multiparty political system shall conform to the following principles— … the internal organisation of a political party shall conform to the democratic principles enshrined in this Constitution;’ The democratic principles are stated in the National Objective and Directive Principle II of the Constitution which states in section (v) that ‘All political and civic associations aspiring to manage and direct public affairs shall conform to democratic principles in their internal organisations and practice.’

Wherefore: Petitioner requests:

• Immediate halting of the FDC Party electoral process in Nakawa in order to preserve and protect her constitutional rights to participate in the electoral process.

• The disqualification of Mr. Michael Kabaziguruka as a candidate in any election in Nakawa Constituency including the Primaries for Member of Parliament; due to the conflict of interest that exists as a result of his multiple roles as Chairperson Nakawa Division, candidate in Nakawa Division elections and his continued role as an Electoral Commissioner, until the date of his resignation in the last days of August 2010.

• A nullification of results from the ongoing FDC electoral process in Nakawa Constituency.

• A rerun of FDC elections at PAB, Parish and Division levels in Nakawa Constituency in a transparent free and fair process;

The Petitioner informs these good offices that she will seek an injunction from the courts of law to preserve and protect her constitutional rights to participate in the electoral process in Nakawa.

Dear Sir,

Further to my letter dated August 24, 2010, I would like to inform you that there have been further developments that now convince me that I was not only correct in submitting the initial complaint but am now convinced that Mr. Michael Kabaziguruka must not be allowed to participate in any elections in Nakawa as a candidate for any position.

Mr. Chairman, the minutes will reflect that Mr. Kabaziguruka informed an FDC, NEC meeting of August 25, 2010, that he had taken leave of absence to contest the election for MP Nakawa Division. Later in the same meeting you informed NEC that Michael Kabaziguruka continued to hold his office after you advised him to resign and that you had not received a letter of resignation from him as of the time of that same meeting. So while Mr. Kabaziguruka created the impression that he has taken leave of absence, his immediate supervisor, yourself; informed NEC that you had advised Michael to resign and he had not complied. Apart from the obvious insubordination displayed in this case it is also clear that there was deliberate dishonesty on the part of Mr. Kabaziguruka.

Mr. Chariman, we followed your advice to meet and discuss a future date for the election but the possibility of an agreement collapsed at a well orchestrated consultative meeting of Nakawa FDC members which was held the same day August 25, 2010 at Naguru Community Center. At the well attended meeting I was treated to an unnerving and dramatic display of deceit. Your representative, Mr. Chairman informed the meeting that he was instructed by you to attend but was unaware of the conflict that existed in Nakawa. Interestingly, he came with a well prepared proposal to resolve a conflict he knew nothing about! His statement and attitude was not only a mockery of your good office, it was contemptuous and completely disregarded the measure of NEC’s concern for free and fair elections in Nakawa.

The fracas that followed, with the active participation of your representative; only confirmed my fears that FDC does not have an independent electoral commission and that it is not possible to hold free and fair elections in Nakawa as long as Michael Kabaziguruka is a candidate. While I managed to navigate the chaos and defer agreement on an election date, I would not under any circumstances describe the consultative meeting at Naguru as a gathering deserving even a footnote in the history of FDC.

Further to my earlier submission of suspicious lists of 19 individuals appearing on FDC letterheads, I am now submitting copies of the following items:

1. A list of 19 individuals for Zone B 10, Banda Parish, Nakawa Division

2. A copy of a dated and stamped Form Code (W/PAB) dated August 25, 2010; a blank return sheet for the upcoming elections; one of many that can be obtained quite easily in Nakawa Division.

These forms and similar lists can also be found by contacting the following individuals who offered to sell the lists and forms to me for 25 million shillings. The same individuals informed me that they were agents of Mr. Michael Kabaziguruka who had recently purchased them a motorcycle to complete the lists and fill the forms ahead of the election. Note that Mr. Kabaziguruka at first denied knowledge of these individuals but after I confronted him with information of someone else who attended his campaign meetings with these gentlemen, he admitted that he knew them. I was not able to identify the other two gentlemen they visited with.

Mr. Chairman, I would like to express my disappointment and sadness that in all interactions with your office on this matter, I have sensed a great deal of anxiety and urgency to meet your deadlines and stick to the roadmap at the expense of a free and fair election. I am equally surprised at the Electoral Committee’s lack of interest in investigating the issues of electoral fraud that have been raised even after I have shared with you names and contacts of my sources of information. The irony is that FDC fights hard for free and fair elections outside the party.

While I could have considered an extension of the election date as a feasible solution yesterday, today I realize that the damage caused by Mr. Kabaziguruka’s actions and omissions in the process leading up to this election must disqualify him from contesting.

This letter is copied to the party leadership because of the vested interest that your office has in the dispute.

Dear Sir,

I am writing this letter in accordance with Article 24 section 3(d) of the FDC Party Constitution which states that it is the function of the Electoral Committee to establish procedures for voting and determining any dispute raised in regard to elections and election procedures, and to determine how any tied vote should be resolved. I am also copying the letter to the party leadership in the spirit of Chapter 3 Article 8 (i) of the Constitution of the Party which states that: “The guiding principles of the Party shall be: good governance, democracy social justice, transparency, accountability, honesty and integrity.

I regret to inform you that the elections for Polling Area Branches, Parishes, Division and Flag bearer for Nakawa Constituency have been irrevocably compromised and it is no longer possible to hold free and fair elections in the pertaining circumstances. The process leading to the creation of structures for the Division, which will also create the Electoral College for flag bearer of the constituency, has been tainted by deliberate flouting of the principles of democratic, free and fair elections which are cherished by our party; a party founded with the goal of promoting these very principles.

Among those principles that have been breached with impunity are those of:

1. An independent electoral commission

2. Transparency in the electoral process

As a result there has been in our midst a brazen acceptance by your high office of a disturbing display of conflict of interest bordering on abuse of office.

Independent Electoral Commission

It is quite demoralizing that a party which has made free and fair election a central issue of its campaigns could find itself in a predicament where an FDC electoral officer continued to hold office months after declaring his intention to contest in an election that would be presided over by your good offices. Mr. Michael Kabaziguruka, confirmed his intention to contest by informing leaders within the party of that intention, and by printing and displaying campaign materials in several public places weeks before tendering his resignation. Your office had full knowledge of Mr. Kabaziguruka’s intent to contest an election but continued to welcome him to his electoral duties until pressure from his own Division and from other intending contestants forced Mr. Kabaziguruka to resign yesterday August 23, 2010; four days before an election that will determine the Electoral College for the election he wishes to contest.

Transparency in the electoral process

While visiting with party leaders in Banda Parish, on Saturday 21st August, 2010; six days before the Nakawa Division elections; the Chairman of the Parish produced a list with 19 names and stated that this was evidence that he had completed mobilization in the Parish. I learnt at the same meeting that all zones in Banda had similar lists. We retained one of these lists for future reference. It was not clear to me why zones in Banda were making lists of 19 people, the exact number of individuals required to complete a Polling Area Branch (PAB) Committee. I was not satisfied by the explanation given concerning the purpose of the lists by the Chairman of Banda.

Even more damning was the revelation of Monday, August 23, 2010. The Chairman of Kampala District informed me and others attending an organizing meeting for my campaign that he had learnt that same afternoon that Nakawa Division had 75 additional polling stations. He said he’d received the information at a meeting held at FDC headquarters on the same day when Mr. Michael Kabaziguruka submitted that Nakawa did not have enough election materials because there were an additional 75 polling stations. This information was news to FDC Nakawa executive members who were present because it was never shared, even though you, Mr. Chairman said it was readily available at FDC headquarters. Moreover Mr. Kabaziguruka had attended a meeting of the Nakawa Executive the previous day and never divulged this information to those present.

Note that if a contestant came up with an extra 75 PAB Chairpersons unknown to other contestants they would have 75 extra assured votes in a primary election.

It is my submission therefore:

• That failure to remove Michael Kabaziguruka from the office of the Electoral Committee immediately after he made known his intention to contest for a position; constituted an incurable error on the part of the Commission;

• That as a result of retaining his duties after declaring his intention to contest, Mr. Michael Kabaziguruka became privy to critical information that gave him unfair advantage over his opponents in any election.;

• That in addition to being privy to critical information, Mr. Michael Kabaziguruka remained in a position to influence the electoral process until four days before the critical elections that would determine the Electoral College for a position he seeks to hold;

• That the party constitution states in Article 24 section 3(e)that one of the functions of the Electoral Committee it to liaise with the Electoral Commission on electoral matters and therefore it was the responsibility of the Electoral Committee to update all those affected by creation of polling stations rather than for the Commission to assume that all FDC members had access to privileged information and knowledge that the Commission accesses easily;

• That in his dual role of aspiring candidate and Electoral Commissioner Mr. Michael Kabaziguruka had a moral obligation to disclose critical information that he accessed while working on election matters;

• That by willfully withholding information relating to 75 new polling stations in the constituency, Mr. Michael Kabaziguruka not only failed in his role as an Election officer but he also gained an unfair advantage against his opponents, which makes it untenable to lay a level playing field in Nakawa in the remaining 3 days to the PAB elections;

Accordingly, I hereby submit that the damage caused by tolerating the conflict of interest to exist with impunity until days before the election is incurable and it would be futile to attempt to conduct a free and fair election in Nakawa Division in the prevailing circumstances. I request therefore, that the FDC Electoral Commission disqualifies Mr. Michael Kabaziguruka from contesting for a seat in the ongoing Nakawa Constituency; or otherwise provide a remedy that would restore confidence in an election that would be conducted at a future date.

Remembering the things that really matter

People ask me: Why are you running for public office? Why are you running for Member of Parliament (MP)as an opposition candidate in a constituency that traditionally returns MPs from the ruling party? They think it is an inexplicable mystery that I spend time and energy involved in something that does not guarantee any income or stability.


In 2000 when I joined active politics as a publicity Secretary for a leading opposition candidate for the Presidency in Uganda, I was very passionate and radicalized. I wanted ‘change’ so badly that my blood boiled whenever I engaged in a debate with anyone opposed to ‘change.’ How could they be both deaf and blind?


Today, with the temperament of middle age; I may not be as radicalized as I was in 2000, but my passion for change has not ebbed, in fact it seems to grow with time. I spent the last nine years away from the frontlines – the grassroots. The nine years I spent in the United States enabled me to literally stand outside the problem and reflect on the reasons, the real reason for my passion.


At first, it was high sounding platitudes like human rights, democracy, good governance that came forth from my lips in any argument for change. I reasoned that corruption was eating away at much needed resources for development and that nepotism had created a public service that cared little for merit. These arguments were reasonable and plausible as I repeated them on radio and television. Many were impressed by the articles that I churned week after week on these topics. Yet they were not enough to explain the radical decision I took in 2000 to stop working for myself, for a profit, for the security of a predictable income; and take on a struggle that changed my life to an insecure, unpredictable, unexplainable mess.


In my mind, I replayed images and recounted memories of the 2001 campaign and it was not the brave men and women speaking at podiums, the lyrics of the songs we sung or the news headlines that took center stage. Instead it was the woman that I met in Kisenyi weeping over the body of her 8 year old daughter that remained uppermost in memory. She was so distraught that I could not pass her by to continue with my campaigns for the day. I stopped to join her in grieving, the body of her little girl stretched before us in a tiny, cramped space she had called home. I was in a slum area and the open gutters that run outside the front door stunk to high heaven with all kind of human and household waste. A child who grew up in this environment was lucky to make it to the age of 10, I thought.


The bereaved mother, a Muganda woman, wept for her child and while she wailed she also narrated the ordeal of raising a child to any age in her neighborhood. Between sobs she wondered where she would get money to transport that small body to her village for a decent funeral. The child, I learnt had died of malaria and it was easy to see the breeding place for mosquitoes that spread the disease; right outside her front door. I contributed to the transport fund for moving the child’s body to her ancestral burial grounds and left with a heavy heart. Today am still haunted by the experience.


I knew I would never walk away from those issues even if I lived on the other side of the world for 9 years.


So when I returned to Uganda and decided to run for public office, I sought an urban constituency and returned to the slums to confront urban poverty. I am still trying to understand issues of health, hygiene, housing, sanitation, water, sewerage that affect slum dwellers to this day. It is people in the slums that come out to vote and the only time they see political leaders is around campaign time. So they are very cynical and will easily exchange their vote for one meal.


Today, I spend time in places like these in Nakawa Division, Kampala, trying to reinforce the idea that the vote is one of the few, if not the only weapon; in our arsenal for positive change. I spend hours listening, talking, answering questions and asking question; trying to find solutions that are not dependant on an insensitive government. Through asking questions and listening, am learning a lot. I have learnt that people without a latrine are not passionate about democracy. They just want a leader who will mobilize resources to build a latrine.


When I visited with opinion leaders in Mbuya II Parish last week, we talked about the challenges there and how we could solve them together. I learnt about Giza-Giza market where the only public latrine was over used and falling apart. As a result when people in the market need to use the toilet, they find some privacy and use a plastic shopping bag to collect their waste after which they throw it over the nearest fence and go back to whatever they were doing. Cholera outbreaks are therefore common place during the rainy season.


For the people of Giza-Giza market, change begins with building a new latrine. They do not care for high sounding phrases like good governance, human rights and democracy. All they want is a clean, usable toilet. It costs less that UGX 1 million (Uganda shillings) or USD $500 to build a toilet for Giza-Giza market. The toilet will remain there whether or not I make it to Parliament next year. There will be less cases of cholera and the people of Giza Giza will be grateful that we worked with them on this effort to improve hygiene and keep disease out of their neighborhood. Anne Mugisha for Nakawa - Participate on September 11th

Why September 11th is a critical date for the campaign

This Saturday September 11, 2010, FDC supporters will gather at their Parish polling areas in Nakawa Division at 2:00pm to elect party structures that will lead us through the 2011 general elections. The process of creating party structures in Nakawa Division is critical to the campaign: Anne Mugisha for Nakawa because it creates the Electoral College for MP flag bearer of the constituency.

This is how it works. FDC members and supporters will gather at the parish polling area at 2:00 pm. FDC card holding members will be eligible to stand for any office in the Division while supporters may participate in voting by a show of hands. If you do not have an FDC card and would like to become a leader, you will have an opportunity to register at the parish polling area on Saturday 11th.

The mainstream grassroots structure of FDC is the Polling Area Branch (PAB) Committee comprising 19 people (Chairperson, Vice Chairperson, Treasurer, Secretary General, Secretaries of several portfolios and 3 committee members.) 40% of all FDC Committees must be women. Prior to election of the PAB committee, women, youth and people with disabilities (PWD) will elect amongst themselves a leader at their polling station who will automatically become Secretaries for women, youth and PWD on the mainstream PAB committee.

On that same day after PAB Committees are elected, all polling area committees will come together to form the Parish Committee/Executive of 13 officials from amongst themselves. For example, I am registered at LC 1 Office B, polling station in Bugolobi Parish. On Saturday September 11th I will go to the Parish polling area in Bugolobi Market and participate in the Women’s League elections to become Secretary of Women on the PAB Committee of LC 1 Office B. After the PAB committee of 19 is formed we will then join other PAB committees from all Bugolobi’s polling stations and elect the Bugolobi Parish executive from amongst ourselves.

The following day at 2:00 pm all elected Parish executives from the 23 parishes of Nakawa will congregate at Naguru Community Center to elect the Division Executive of 13 officials.

The Electoral College for flag bearer Division would have been formed. It will comprise:

• 286 Chairpersons representing the total number of polling stations in Nakawa.

• 299 Parish Executives from the 23 parishes of Nakawa (13 per Parish)

• 13 members of the Division Executive.

The above 598 individuals will meet at Naguru Community Center on September 26th 2010 to elect the FDC, MP flag bearer. If 300 of these officials choose to elect Anne Mugisha for Nakawa, I will become the official flag bearer for FDC in Nakawa constituency.

I invite you to be one of the 300 that will start of my journey to Parliament and this is what you need to do:

Participate, participate, participate!

1. Know your polling station! If you are not sure what it is then please send me your full names at anne@fdcuganda.org so that we can ascertain your polling station on the National Register of Voters. If you already know your polling station, skip step one and go to step two.

2. Ensure that you have a valid FDC party card. If you do not have one contact me at 0791 77-00-55 or simply register at the Parish polling area on Saturday, September 11th 2010 at 2:00pm

3. Know your Parish polling area and be there on Saturday September 11th at 2:00pm. Come with some supporters to help you win! If you are not sure where your parish polling area is please send me an email anne@fdcuganda.org

4. When the presiding officer calls for nominations for Chairperson for your polling branch, raise your arm high, speak up and find someone to second you and enough people to support you. Bringing along 4-5 people can make a huge difference!

5. If you miss the chairperson slot try and get on the PAB Committee of 19 so that you can participate in the Parish level vote. Ladies remember 40% of those slots must go to women!

6. Congratulations! You are now a member of your Polling Area Branch committee, but only the chairperson, will be on that Electoral College that elects Anne Mugisha for Nakawa.

7. If you missed the chair, convene with newly elected members of other PAB Committees of your Parish and campaign to be among the 13 Parish members.

8. If you did not make the PAB Committee or Parish executive, do not despair, note the names and phone contacts of those who made it and start lobbying them to vote Anne Mugisha for Nakawa Constituency!

Anne Mugisha for Nakawa - September 2010

September 2010 is going to be a memorable month for many reasons, one of which is that I will turn 45 years on the 18th. But let us look at all the other reasons why it is an important month for me.


Forum for Democratic Change (FDC) will be electing party officials to fill up its party structures in Nakawa Division from the grassroots. These structures are the backbone of the party and they will implement party activities including campaigning and canvassing votes for party candidates in the 2011 general elections. The first elections for the establishment of structures will take place on September 11th 2010 when party members will elect both Polling Area Branch (PAB) Committees and Parish Executives. The elections will be held at the Parish where elections are ordinarily held at 2:00 pm on the same date.

The Party branch Committee at the polling station shall comprise 19 people who include: The Party branch chairperson; Deputy Chairperson, Treasurer, General Secretary, Secretaries for information and publicity, mobilization, health, education, environment, security, elders, research, development and veterans/pensioner. There will also be a branch Youth Leader and Woman Leader as well as committee members. All Branch Committees of the Parish become the Parish Conference which will on the same day elect 13 individuals to the Parish Executive .

Nominations for MPs in Party Primaries will be conducted on 21st and 22nd September, 2010 and elections for flag bearer will follow on 26th September, 2010.

Next weekend’s PAB and Parish elections are of particular importance to me as an aspiring FDC candidate for MP, Nakawa Constituency. The FDC Electoral College for flag bearer for Nakawa shall comprise all Polling Area Branch Chairpersons and all Parish executive members in the Division. A candidate with the most supporters among Polling Area Branch (PAB) Chairpersons and Parish Executives will obviously win the position of flag bearer.

One of my earlier concerns about the electoral process hinged on the fact that there were 71 new polling stations that were not known to all candidates on the eve of the postponed elections and the candidate who knew about their existence would have an extra 71 votes. These concerns were addressed by giving candidates extra time to obtain and use the new information. My other concerns with the electoral process are being investigated by the Electoral Commission and will be addressed in due course.

My appeal to you as a member of FDC in Nakawa Division and a supporter of Anne Mugisha for Nakawa is that you participate in the elections of September 11th 2010, with the intention of contesting and winning the position of Chairperson for your Polling Area Branch or becoming a member of your Parish executive. That is the only way in which FDC supporters of Anne Mugisha for Nakawa can participate actively (as voters)to ensure that we have a viable, winning candidate vying on the FDC ticket against the incumbent NRM-O candidate. Remember if you are not elected Chairperson for your PAB you still want to try and get onto the PAB Committee so that you have a chance of becoming one of the 13 Parish executives.

In order to contest for a position in the party structures you must be an FDC card holding member. If you have an expired card or would like to obtain a new card, please call me on 0791 77 00 55 so that I can help you get a card. Without your active participation we may end up with a flag bearer that cannot live up to the task of defeating Hon. Ruhindi – this is our ultimate goal. I believe am the candidate who will win Nakawa and I need you to go out there to your Parish polling area on Saturday 11th September and vie to become an FDC PAB Chairperson on Parish Executive member so that we can realize our goal of taking Nakawa for the opposition and making Kampala an ‘NRM-O-free’ District.
